You’ve got to make yourself noticed in such a way that the object of your desire finds herself watching you in return. Make a Move
This may seem like a pretty obvious one, but most men will shy away when it actually comes to making the first move. When it really comes down to it, a woman wants somebody who can show her that they’re decisive and can take action. Whether or not she’ll accept your advances, the fact that you’re comfortable and confident enough to approach her will go a long way. Askmen.com suggests:

The key here is not to be overly cocky or too creepy in coming onto her; you’ve got to strike up a casual conversation, and the best way to start is with genuine honesty. Women are usually good judges of character so if you use some random pick-up line she’s going to notice. Telling her that you saw her across the room and couldn’t stop staring so you wanted to come introduce yourself is honest and direct. Watch for her body language; if she smiles and seems interested you can address the noise level in the room and ask if she has a way you could contact her when it’s less loud and distracting. Even if she’s not comfortable giving out a phone number, most women won’t think twice about letting you have their e-mail address.
Make Them Laugh
This isn’t about making the woman you’re interested in laugh, because you’re trying to get her attention in a crowded room, remember? However, this doesn’t negate the fact that what most women want in a man is somebody to make her laugh and feel comfortable. Kicking up your humorous side at a house party or social gathering where she can see your great sense of humor in person is a quick way to get yourself noticed. Tell a few jokes or just have a few good natured laughs with the friends you came with, and you’re much more likely to get scoped by a lady than if you’re off on the couch eating chips and dip all night. Make Yourself Interesting
If you want a woman to take notice of you, you’ve got to stand out from those other guys in the room and not just be making people laugh.
